The implementation of the Program "Development of a Treatment Strategy for the RF Populations Vulnerable to HIV/AIDS" will be expanded gradually to cover additional regions. In the end of 2005 the Program will be already launched in the following 9 substitutes of the Russian Federation:
- Altai Krai
- Volgograd Region
- Irkutsk Region
- Kaliningrad Region
- Krasnodar Krai
- Leningrad Region
- Saratov Region
- Sverdlov Region
- Chelyabinsk Region.
Anti-retroviral drugs for the treatment of HIV/AIDS patients will be supplied to all the above regions. Various levels of support will be provided for the preventive activities and service outreach for the social groups mostly vulnerable to HIV-infection (IDU, sex workers and men who have sex with men), training of staff for HIV/AIDS treatment, care and support of HIV-infected people and other activities.

- Kemerovo Region
- Perm Krai
- Baskortostan Republic
- Rostov Region
- Ulyanovsk Region
- Saint Petersburg
- Tolyatti (Samara Region)
The following regions joined the Program in 2007:
- Moscow Region
- Tyumen Region
- Republic Northen Osetiya-Alania
- Rostov Region
- Ivanovo Region
- Khanti-Mansiisk okrug
